Why €3 per type of item?

The charge is counted by kind of product, not by how many things or how many boxes. Five T-shirts are one kind, so €3. A T-shirt plus a watch are two kinds, so €6. This tool sorts things into everyday categories, so treat the number as a close guide.

Do I pay it, or the shop?

Officially the shop or seller pays it — the EU says it's not a tax on shoppers. In practice some shops add it to your bill at checkout, so you may or may not see it as a separate line. This tool shows what could land on your order.

What about VAT?

VAT hasn't changed and is separate from this charge. For most Temu and Shein orders it's already added at checkout, which is why it's switched off here by default. Only turn it on if your shop didn't charge it, so you don't count it twice.

How long will this last?

The €3 charge is temporary and runs until 1 July 2028 (Council Regulation (EU) 2026/382). After that, normal customs rates apply depending on the product. A separate EU handling fee has also been proposed for later.
